摘要
全球环境问题与气候变化是当今人类面临的严峻挑战之一,"低碳、节能、绿色、生态"已成为世界城市发展的新主题。北戴河新区是秦皇岛市"旅游立市,建设宜游、宜业、宜居国际旅游城市"战略中重要的旅游业发展空间,其总体规划融入低碳、生态的理念,从生态敏感性分析出发,制定新区发展目标、战略和指标体系;将生态承载力作为新区发展的限制性条件,合理预测新区发展规模;从生态本底的用地适应性评价出发,构建生态安全格局下的空间结构与布局;以生态保护为前提,以产业发展目标为导向,引导生态产业发展;采用与新区发展相适宜的生态建设技术,建设绿色交通、绿色市政的新区支撑体系。
Global environment and climate issue has become one of the greatest challenges to the world. Low carbon, energy saving, green, ecology has become major themes of urban development. Being an important space of Qinhuangdao tourism city development, Beidaihe new distdct master plan integrates low carbon and ecology concepts, sets new district development vision, strategy, and indices system. The plan takes the ecological capacity as the limit condition and predicts new distdct＇s future scale, conducts land suitability evaluation, establishes spatial structure and layout for ecological safety and ecological industry development, and introduces ecological technology for green transportation system development.
