摘要
伴随着我国工业化、城镇化进程的不断推进,经济增长与生态环境恶化之间的矛盾也日益凸显,威胁着可持续发展。环境污染是"市场失灵"的表现,需要政府通过环境规制的手段加以解决,以增进社会福利。但现实中政府并非是一个完美的外生机构,往往也存在失灵。因此,秉承代际公平理念,分析政府环境规制过程中存在的问题并提出对策建议,对人类可持续发展有重要意义。
With the industrialization and urbanization in China,the contradiction between economic growth and ecological deterioration of environment has become increasingly prominent,threatening the sustainable development.Environmental pollution is the ＂market failure＂,which needs to be solved by the government with methods of environmental regulation to enhance social welfare.But in reality,the government is not a perfect external agency without failure.Therefore,based on the concept of intergenerational equity,it analyzes the existing problems in the process of government environmental regulation and puts forward the countermeasures,which has significance to the sustainable development of human beings.
