摘要
以贵阳市公益林为研究对象,采用条件价值评估法(CVM),通过调查贵阳市居民公益林生态效益支付意愿(WTP),对其生态效益价值及补偿标准进行了评估,为完善补偿机制提供科学参考。结果显示:(1)73.6%贵阳市居民家庭对公益林生态效益价值有支付意愿,平均意愿支付额为E(WTP)=213.96元/(户年);(2)支付意愿受社会经济因素综合影响,其中年龄、收入水平及环境关注态度对支付意愿具有显著影响,是影响支付意愿的主要因素;(3)贵阳市公益林生态效益价值估值为2.91×108元/年,等同贵阳市2011年国民生产总值的0.21%;补偿标准估值为1 160.85~1 348.40元/(hm2年)。该结论与国内相关研究比较,存在差异但相对合理,估算补偿标准均高于国家标准,但实践中并未采用基于CVM法的补偿标准。针对不足之处提出了几点建议,需进一步加强调查研究工作推动公益林事业健康稳步发展。
In order to improve the ecological compensation mechanism,a case study on non-commercial forests by using contingent valuation method(CVM) was conducted in Guiyang city.the value of willingness to pay(WTP) was primarily surveyed,and then the total economic value and compensation standard of the non-commercial forests ecological benefits were evaluated.The results show that(1) about 73.6% of the homes in Guiyang city would like to pay for the value of non-commercial forests ecological benefit,the mean WTP(RMB) was 213.96 Yuan per family annually;(2) the WTP was affected by comprehensive socio-economic factors,of them,age,income level and degree of environmental concern had significant impacts to the WTP,were the main impact factors;(3) the total economic value of the non-commercial forests ecological benefit was 2.91×108 Yuan per hectare annually,accounting for 0.21% of Guiyang city GNP in 2011,the compensation standard values ranked 1 160.85~1 348.40 Yuan hm-2a(RMB Yuan per hectare annually).Compared with the domestic related researches,there were differences among the conclusions and the valuations were relatively reasonable,because all these compensation standards estimated were higher than the national standard.Compensation standards based on CVM have not been adopted actually.To promote the non-commercial forests development healthily and steadily,several suggestions for the inadequacies were put forward,additional investigations to provide further justification and verification are required.
