摘要 针对水利行业防汛视频系统中存在的难以互联互通、联动指挥问题,研究一种面向水利防汛应急指挥应用的视频会商调度平台,能够有效地将视频监控、视频会议、会商系统的信号进行整合,并通过各类介质的电子终端广播发布,从而实现视频会商异构环境下的信息共享、联动互通,极大提高防汛决策指挥、应急联动的工作效率。其成果已在广东省水利防汛实际工作中得到应用,对推动防汛抗旱工作向科学化、信息化、移动化方向发展有着很高的价值。 It is difficult to interconnect and linkage emergency command in flood control video consultation applications of water conservation industry. Aiming at the problem, the research of a Video Consultation Scheduling Platform is presented. The system can effectively integrate video surveillance, video conference and consultation signals. And the signals are able to be distributed to various electronic terminals. It helps to share information in heterogeneous environment of video consultations and greatly improve the efficiency of the flood control decision command and emergency response. Research achievement has been applied in the flood control work of Guangdong Province. The result greatly promotes development of flood control and drought relief toward the scientific, information and mobile orientation.
