摘要
企业创新过程中资源获取渠道的多样性造就了其响应科技政策的自主性,该过程中的各种博弈原则、过程和结果有待于认知和解释。首先,分析了区域科技政策响应与企业创新行为的联系,进而依据复杂适应系统理论,构建企业响应科技政策过程的回声模型。然后,对该模型实施Swarm仿真模拟,再现政策响应过程。论证了企业响应科技政策创新的自主选择性体现在资金偏好、资源偏好、成本偏好和收益偏好,分析了政策资金和资源投入的作用,对比了不同阶段的响应政策创新过程,揭示出企业响应科技政策创新不可持续性的瓶颈所在,并针对企业响应过程的各种博弈提出了若干政策建议。
The diversity of resource channel brings up the independence of S&T policy response in finn's innova- tion process. The various game principles, process and results of response activities need to be cognitive and ex- plain. Firstly, the paper analyzes the contact between S&T policy response and firm's innovation behavior. And then it builds the echo model of regional finns respond to policy and their innovation based on the theory of complex adaptive system. Secondly, it simulates on Swarm platform and the simulation results reproduce the re- sponse process. This paper demonstrates finn's funds preference, resource preference, cost preference and return preference of S&T policy response. It also analyzes the effect of policy investment, and compares the different stages of the innovation process after policy response. Some research results reveal the bottleneck and unsustain- ability of S&T policy response and finns' innovation. At last, it provides some effective policy recommendations to improve the response process
