摘要
我国快速城市化过程中,弱势群体问题逐步凸显,残疾人作为弱势群体,其就业需要应得到系统保障。新时期城市规划的角色也在向着进一步促进社会公平公正转型,而城市规划各个层面对弱势群体关注尚少,对残疾人没有专项规划研究。基于残疾人相关理论对残疾人就业空间研究的缺项,本文试图从城市规划角度对残疾人就业空间进行初步探索,通过对残疾人就业管理机构、残疾人就业空间及各类残疾人的访谈、调研,从就业空间无障碍、为残疾人量身定业及就业空间合理布局三个方面为促进残疾人就业提出策略。并期望逐步将研究拓展到更广的弱势群体领域,实现城市规划与其他学科的补充融合。
Problems of the disadvantaged group are becoming more and more apparent amid the rapid urbanization in China. The employment of the disabled as the most disadvantaged group needs to be systematically protected. However, little attention has been paid to the disadvantaged at all levels of urban planning whose role in the new era is gradually transformed to promoting social equity and justice. Besides, few special planning studies are conducted on the disabled people. As no methodology is introduced to the study on employment space of the disabled, this paper is trying to conduct a preliminary exploration on the employment space of the disabled from the perspective of urban planning. Through the on-site interview and investigation on employment governance organs, employment space, and all kinds of disabled people, the paper proposes strategies for promoting the employment of the disabled on the following three aspects: creating a barrier-free environment; customizing the employment industry for the disabled; optimizing the layout of employment space of the disabled. The study is expected to be gradually developed to a wider field of the disadvantaged groups so as to realize the supplement and integration of urban planning and other disciplines.
