摘要
文章在分析煤炭建设项目传统的管理模式及其管理现状的基础上,指出煤炭建设项目有待于进一步加强项目管理,并提出有必要将项目管理承包模式应用到煤炭建设项目中,以实现专业化的项目管理。论述了项目管理承包模式的概念和优势,提出了煤炭建设项目实施项目管理承包模式的组织结构,并指出在煤炭建设项目中更好的实施项目管理承包模式的关键问题是要解决好建设单位与PMC单位之间的委托代理问题,包括制定出完善的PMC合同标准文本,引入竞争机制优选PMC单位,建立全面的PMC激励机制,形成有效的PMC约束机制等。
This paper analyzes the traditional management mode and development status of coal construction project,and points out that the project management work about coal construction projects should be strengthened,and the project management contracting(PMC) mode should be applied in coal construction projects to achieve the professional project management.The paper discusses the concept and advantages of PMC mode,presents the organizational structure of PMC mode of coal construction project,and points out the key problem to implement PMC mode better is how to solve the principal-agent problems between construction unit and PMC unit,including developing a perfect PMC contract standard text,accepting the competition mechanism,establishing the comprehensive incentive mechanisms,forming effective constraint mechanism.
