摘要 为满足公益性农业科学院(所)发展的创新性需要,基于科研绩效评价体系的设计原则与内涵诠释,利用层次分析法,构建了科研绩效评价三级指标体系。该评价体系兼顾了指标间定性与定量、过程与结果、静态与动态的关系,能够灵活反映各科研院(所)以绝对数量为特征的科技创新能力、科研保障水平、成果产出绩效、人才队伍建设以及成果转化成效。将该开放型指标体系与多种评价方法相结合,通过综合评价与分类排序能够突出评价对象之间的可比性,为决策部门提供可靠的数据支持与技术手段,进而提升科研管理的效率和质量。 To facilitate the innovative development of non-profit academies (institutes) of agricultural sciences, the paper adopts the analytic hierarchy process (AHP) theory and builds a three-level evaluation index system for scientific research performance on the basis of its design principles and connotations. The evaluation system flexibly transforms the scientific research performance to scientific innovation ability, research safeguard level, achievement performance, research team development and achievement transformation in absolute values. The evaluation system gives consideration to the relations between qualification and quantification, processes and results, stability and dynamics. The combination of this open index system with a variety of evaluation methods emphasizes comparability of evaluation object through comprehensive evaluation and classified sorting,which provides reliable data and technical support for decision-making,and consequently im-proves the efficiency and quality of scientific research management.
