摘要
近年来,随着昆明市经济的快速发展,"涉众型"经济犯罪案件一直呈现高发态势。此类案件涉案人员众多,受害群体庞大,社会影响恶劣,极大地危害了我市社会经济秩序的稳定及公民财产所有权。因追缴赃款赃物不易,后续处置困难,群体性上访频发,极易引发深层次社会矛盾。治理途径:一是加快建立适合中小投资者的金融市场;二是完善"涉众型"经济犯罪预测预警工作机制;三是建立防控"涉众型"经济犯罪网络;四是建立综合治理与专业打击相结合的工作机制;五是创新宣传引导工作机制方式;六是开展基层防范"涉众型"经济犯罪长效机制建设。
In recent years,the economy of Kunming has gone through rapid growth.The ＂mass-involved＂ economic crimes keep increasing.Such crimes get a lot of people involved,with huge amount of victims,and pose bad influence over the society.It has greatly harmed the stability of social economic order in Kunming and citizens＇ property right.Further more,as it＇s hard to trace back the illicit money and property,the unsatisfying result could lead to mass disturbance,or even lead to social conflict.First,a financial market feeds the need of medium and small investors should be established;second,a forecasting and early warning mechanism for the ＂mass-involved＂ economic crimes shall be completed;third,a network preventing such crimes shall be established;fourth,a work mechanism combining comprehensive treatments and special actions shall be established;fifth,the publicity and media-guiding mechanism shall be renewed;sixth,along-term run mechanism for preventing ＂mass-involved＂ economic crimes shall be established.
