摘要
界定重大基础设施工程前期决策内涵,结合现有理论探索与我国工程实践经验,从系统科学的视角,依据决策问题的基本属性,剖析工程前期决策中的相关决策主体及其职能,提炼出以决策问题为导向的多层次协调决策体系基本框架;并以港珠澳大桥前期决策为例,对按决策事项的属性、重要性与相关性等建立柔性的多层次协调决策体系的必要性作出分析。
Based on existing theoretical research and practical experience in China, the connotation of pre-stage decision-making of large-scale infrastructures is defined firstly. Then, from the perspective of system science, rela- tive decision makers and their functions in the pre-stage decision-making of large-scale infrastructures are detailed analyzed on the basis of the essential attribute of decision problems, and then the basic framework of multi-level harmonious pre-stage decision-making system oriented by decision problems is refined. Finally, as an example of case study, the pre-stage decision-making system of Hong Kong-Zhuhai-Macao Bridge is analyzed to verify the decision-making system proposed.
