摘要
对美国、奥地利、澳大利亚、前苏联、瑞士、日本、德国、意大利、法国等国家的流域管理法律、法规的基本内容 ;流域管理的机构设置及其主要职能 ;流域管理的主要措施 ;流域管理的经费来源和主要优惠政策以及流域管理的监督等方面进行了述评 ,旨在借鉴 ,以促进我国流域管理及水土保持事业进一步规范化、法律化、科学化。
Watershed management in foreign countries was reviewed from the aspects of the basic contents of laws and regulations, administrative setup and related functions, principal measures, financial resources, preferential policies and supervisions. These countries include U.S.A, Austria, Australia, Swiss, Japan, Germany, Italy, France etc. The aim of the review is to draw lessons from foreign countries to promote the development of a standard, legal and scientific watershed management in our country.
