摘要
描述了当前我国特殊人群的基本情况,分析了特殊人群管理和服务存在的主要问题,提出了以人为本、分类施策、创新举措的管理思路和政策建议。
The article makes a description of the basic situation of the special population in China. It also conducts an analysis on major problems existing in the administration and services onto the special population, and raises the managerial ideas and strategic proposals stressing people orientation, classified administration and innovation.
