摘要
福建海峡蓝色经济试验区以蓝色经济区为目标指向,海陆联动发展是其核心问题。特别是在海洋经济增速整体放缓、竞争更为激烈的背景下,实现《福建海峡蓝色经济试验区发展规划》提出的总量目标、产业目标和布局目标面临严峻挑战。从福建区域经济与海洋经济的关联性、海洋经济的拉动效应、海陆产业结构演化轨迹分析来看,必须突破海陆联动发展的制约因素,构建海陆联动的多元驱动机制。为此提出了促进福建海峡蓝色经济区发展的"分步骤市场化配置、分区域集中布局、分阶段培育产业、分层次开发港湾海岛"的海陆联动战略思路及相关建议。
Fujian Strait Blue Economic Zone aims at a blue one, whose key problem is reciprocal development of its land and marine. Especially during the period of overall slowdown in economic growth, intense competition and severe challenge exist in accomplishing the total objective, industrial objective and layout objective proposed in The Development Planning of Fujian Strait Blue Economic Zone. From the perspective of the relevance between regional economy and marine economy, the pulling effect of marine economy, and the structure evolution of marine and land industries, restricted factors must be broken, and multi-driving mechanism should be built up. Therefore, this article gives us a strategic thinking, which includes market allocations in substep way, regional industrial concentration and layout, phased cultivation of industries, and hierarchical development of harbors and islands. Meanwhile some linked suggestions are given to put forward for promoting the development of Fujian Strait Blue Economic Zone.
