摘要
面对石油开发与湿地保护相制约的现状,以低碳、低耗、低污染为目标,积极推进绿色低碳生态矿区建设。围绕海外河油田绿色低碳生态矿区建设,以分级管理的方式,实现作业现场无落地油泥,钻井现场无落地泥浆,基建现场无垃圾,井站无油污,设备无渗漏,工业污水"零"外排,生活污水达标排放,危险废物安全转移,工业、生活垃圾妥善处置的环保工作目标,探索创建绿色低碳生态矿区的管理模式。
Faced with the status quo of the mutually restraining oil development and wetland protection,low-carbon,low-energy,low-pollution are set as goals to actively promote the green ecological mining building.Centered on green ecological mining area building of Haiwaihe Oil Field,tiered management approach is used to achieve the environmental working goals of working site without oil mud on floor,drilling site without mud on ground,infrastructure site without garbage,well station without greasy dirt,equipment without leakage,zero excretion of industrial sewage,standard discharge of domestic wastewater,safe transfer of hazardous wastes,as well as appropriate disposal of industrial and household wastes,thus exploring management mode to create a green low-carbon ecological mining area.
