摘要
土库曼斯坦阿姆河右岸天然气合作勘探开发项目是集勘探、开发、建设、运行、销售于一体的综合项目。面对工期紧迫、工程浩大、自然条件恶劣、地质条件复杂、资源国基础设施较薄弱、决策环节较多等诸多困难,中国石油(土库曼斯坦)阿姆河天然气公司围绕2009年建成一期工程和2013年基本建成二期工程两大工作目标,针对海外项目特点和产品分成合同(PSC)要求,打破常规传统模式,创新勘探开发"一体化"的立体管理模式,即:组织管理一体化、信息共享一体化、研究体系一体化、业务流程一体化、科研生产一体化、地质工程一体化等来破除部门和井别限制,实现勘探开发业务融合管理、无缝衔接,减少重复建设,缩短气田建设周期,促进投资效益的提高。同时集成创新了盐下缓坡礁滩高压气藏群高效开发配套技术及特大型跨境台内滩叠合气田高效开发配套技术,并实现了规模化应用,填补了我国在该领域的技术空白。6年时间探明天然气储量超过5 000×108 m3,基本建成年产天然气130×108 m3的生产能力,取得了显著的社会经济效益,可为海外及国内同类型油气勘探开发项目提供借鉴。
The natural gas exploration and development project in the Bagtiyarlyk Contract Area (on the Right Bank of the Ainu Darya River) is the main gas supply for Central Asia Gas Pipeline and West to-East China Pipeline. It is an integrated project of exploration, development, construction, operation and marketing which has an important strategic significance concerning national energy security in China. There are many difficulties in project implementation such as time urgency on such a gigantic scale project, adverse natural environment and complex geological conditions, weak infrastructures, and miscellaneous decision making procedures in the resources country, Turkmenistan. In view of this, according to the requirement of production sharing contract (PSC) and the characteristic of an overseas project, the Project Company adopted a three-dimensional integrated management mode of organization, information sharing, research system, business process, scientific research & production, and engineering geology. Aiming at the Phase- I and Phase- ]I projects in 2009 and 2013 respectively, the Project Company broke the limits of either departments or well types, integrated the management seamlessly with the exploration and development business, thus to avoid repeated construction and shorten the gas field construction period. The Project Company also integrated and developed the matching technologies for efficiently developing pre-salt gentle-slope reef-flat high-pressure gas reservoir groups and large cross-border intra platform-beach superimposition gas fields, which have been applied on a certain scale. The investment benefit and socioeconomic performance are well increased. The explored reserves have been proved to be over 500 billion m3 within 6 years and the annual output capacity reaches more than 13 billion m3 basically in the shape of high speed, high level and high benefit. This study provides a helpful reference for similar domestic or overseas oil/gas exploration and development projects.
