摘要
本文旨在梳理基于历史制度主义的公共政策研究框架。历史制度主义者们认为,在历史的某一时间点形成的制度具有持续性特征,并对后来的政策过程产生约束作用。这一视角使其在宏观层面的公共政策研究中能够有效地解释如下问题:第一,某一时间点形成的合理或不合理的制度在初始条件发生变化的情况下为何还能够延续的现象。第二,改革过程中新制度的移植或原有政策的创新为何不能实现预期目标的问题。第三,面对类似的外部压力或危机,各国为何采用不同政策的问题。历史制度主义的研究框架为解释制度引进或创新过程中存在的政策变形、政策执行不力、政策目标与最终结果之间的偏离等现象提供有益的视角,并对减少政府的政策失误有着积极的意义。
This article attempts to provide with a public policy research framework of the historical institutionalism. As the his torical institutionalists argued, the institution which was shaped in the early stage would affect later po historical institutionalism could effectively explain the following issues for its comparative advantage in at macro--level. Firstly, why the rational or irrational institution or policy could not be changed eas icy process. So policy research ly and had the characteristics of continuity even if initial conditions were changed. Secondly, why institutional transplantation or poli- cy innovation occurs unintended consequences. Thirdly, under similar pressure or crisis, why different countries have different policy outcomes. The research framework of historical institutionalism has positive implications on explaining the policy deformation, the failure of policy implementation and the deviation between policy objective and final conse- quences, and is helpful to reduce the policy failure effectively.
