摘要
构建中小企业技术创新服务平台不仅是一项信息化开发和应用工程,更是一项社会系统工程,需要诸多经济、政治、社会、人力资源的汇聚和整合;不仅要研究平台本身的建设问题,还应关注平台参与者、服务对象的切身需要,并以此为出发点,解决技术创新过程中相关要素的有效聚集和优化配置问题,实现平台功能与中小企业技术创新活动及其效果的对接和协同,以增强服务平台的有效性。这种有效性应接受多方位的评价与检验,不仅应体现在与企业孵化器功能互补、推动创新-创业的一体化发展方面,更应体现在促进产业集群创新升级方面,而这是增强服务平台有效性的关键所在。
Building a technological innovation service platform for SMEs is not only an informational development and application engi- neering, but also a social systems engineering, which needs the aggregation and integration of many economic, political, social and human resources. Not only do we need to study the construction of the platform itself, but also we should be concerned about the demands of platform participants and clients. This paper attempts to solve the problems of effective ag- gregation and optimal allocation of the relevant elements in technological innovations as to achieve the connection and col- laboration of platform and innovative activities and effects for SMEs. The effectiveness of the service platform is reflected in driving innovations and upgrading industrial clusters.
