摘要
资源型城市转型是困扰中国城市实现可持续发展的重大难题,深入剖析资源型城市的演化路径,根据其演化规律,提出针对性的转型发展策略显得尤为重要。以甘肃省白银市为例,结合资源型城市生命周期的3个发展阶段:勘探兴起期、鼎盛繁荣期、枯竭转型期,运用系统动力学的思维方法,揭示了资源型城市的演化呈现出多个正负反馈机制相互作用和相互制约的动态过程,梳理了不同演化阶段的表征。总体来看,资源型城市发展面临体制痼疾、路径依赖和外部不经济三大困境,亟需综合性的资源型城市转型发展策略进行规划引导响应。
The transformation of resource-based ciy is a major problem for Chinese city realizing sustainable development. It appears particularly important to implement in-depth analysis to evolutionary mechanism of resource- based city and then give the accrording development strategy. Taking Gansu Baiyin as an example, the paper use system dynamics method to analyzes evolutionary mechanism and characteristics of resource-based city according to three stages of life cycle ： exploration and rising period, prosperous period, transition period. And then, the paper re- veals that there are many positive and negative feedbacks during the process of resource-based city evolution. Over- all,resource-based city face three big troubles：system illness,path dependence and external diseconomies and need comprehensive transformation development strategy.
