摘要
从水资源管理责任和考核制度的视角,针对中国西北内陆河流域水资源管理中存在的问题,指出需要从四个方面完善相关法律制度,践行最严格水资源管理制度;保障水资源管理机构职责分工科学,逐级具体考核标准,制定考核责任规章;并健全考核配套措施,以确保考核效果,从而多渠道促进公众参与等。
The Northwest inland river basin is located in the arid and semi -arid area in China, and the basic characteristics of the water resources in the region feature time and space uneven distribution, low rainfall and large evaporation. The implementation of the most stringent water resources management system is crucial for the management of water resources in the area. Targeting the problems involved, it is pointed out that the relevant legal systems should be perfected to put into practice the most stringent management system for water resources. First, related laws should be formulated to perfect a clear and scientific division of responsibility within the institutions of water management. Second, rules and regulations as well as the standard of appraisal system should be gradually established in details. Third, the support- ing measures of appraisal system should be constituted to ensure the effects of the assessment. Last, public participation should be promoted in a multi - channel way.
