摘要
目的对样本县的国家基本公共卫生服务项目实施效果和问题进行分析,为改善农村地区公共卫生服务状况提供政策建议。方法对样本县项目实施情况进行调查,收集监测数据,用SPSS 19.0软件进行描述性分析。结果项目实施总体进展顺利;建立了乡村协作和管理机制;但存在部分项目实施效果未达到预期、基层卫生机构资源欠缺和配套机制不完善等问题。结论为促进项目深入发展,应加强基层卫生机构基础设施和人才建设,完善监管机制,加强部门和合作乡村协作机制建设,促进公众参与。
OBJECTIVE To provide countermeasures to improve the situation of public health service in rural area of China by analyzing implementation effect and problems of National Basic Public Health Service Project in sample counties. METHODS Investigate implementing situation of the project in sample counties, collect monitoring data, then execute descriptive analysis by SPSS 19.0. RESULTS The project performed successfully in general; established mechanisms of management and cooperation between township and village; but some projects＇ implement effect could not meet expectations; basic health institutions lacked health resources; supporting mechanisms were imperfect. CONCLUSION To promote further development of the project, infrastructure and human resources need to be strengthened. Regulatory mechanisms should be improved. Mechanisms of sectoral cooperation and cooperation between township and village must be reinforced, public participation must be promoted.
