摘要
印太地区正在成为下一个世界地缘战略中心。这里聚集了中国、印度等正在崛起的新兴大国,是全球经济最具活力的地区;它扼守着霍尔木兹海峡、马六甲海峡等全球最繁忙的海上能源、商业咽喉及海上通道;同时还是中国、印度、日本、美国等大国争夺地区领导权的博弈场所。此外,这里还存在诸多复杂的、悬而未决的领土和领海争端。鉴于该地区在全球地缘战略中日益增长的重要性,奥巴马政府的"亚洲再平衡"战略将印太地区作为一个战略整体,在此基础上对其亚洲战略进行重新调整和布局,加强与印度、澳大利亚等印太地区枢纽国家的政治、军事关系,拓展在印太枢纽地区的军事存在,以此塑造该地区的未来秩序、确保美国的国家利益和地区领导权。尽管这一战略调整还处于初期,未来发展还具有不确定性,但从其业已采取的举措来看,至少在短期内会对中国的周边战略环境产生消极影响。因此,中国必须高度重视,主动出击,采取应对之策,以塑造、维护一个有利于中国继续和平发展的印太地区环境。
The Indo-Pacific region is likely to be the next global geostrategic center.This region covers the most important maritime choke points and the busiest maritime routes from the oil-rich Middle East to the energy-dependent East Asia and increasingly India,which are also world manufacture hub.It is the home of the emerging powers of China and India,which are the double engines of the world economy,and also the arena of the regional leadership competition between and among China,U.S.,India,and even Japan.The Obama administration is tentatively taking the Indo-Pacific region as a single strategic space and re-adjusts its military posture and alliance and partnerships accordingly.Though the re-balancing is still in an early stage and there's much uncertainty about its future,it has already caused negative effects on China's strategic environment.China should take positive measures to hedge against the adverse effects and build a favorable environment for China's further development.
