摘要
文章利用DEA方法对我国公共教育支出效率现状进行了总体分析和评价,并运用Malmquist生产率指数对其动态效率进行了测算。研究发现,从静态角度看,我国公共教育活动整体上具有较高的效率,但从动态角度看,2004—2011年我国公共教育TFP呈现轻微下降态势,其主要源于技术进步水平的下降,技术效率对公共教育TFP增长的影响作用有限;公共教育支出TFP增长存在显著的省际和区域差异,中西部公共教育活动的发展明显落后于东部地区。
By using the method of DEA, the paper has an overall analysis on current efficiency of expenditure on China's public education and makes a calculation on its dynamic efficiency. From the static view, China's public education has a high efficiency, but in a dynamic view, its TFP has a declining tendency. Its main causes are the decline of technical level and limited function of technical efficiency. The growth of TFP differs in provinces and regions and the development of the central and western regions lags behind the eastern region.
