摘要
卫生管理干部职业化是《中共中央、国务院关于卫生改革与发展》中提出的具有重大战略意义和深远历史意义的指导方针。北京地区的卫生管理干部大多数是由卫生专业技术岗位转做卫生管理工作 ,没有或很少接受管理科学知识系统培训。在阐述卫生管理队伍职业化的概念后提出其涵盖的 6个方面 :工作专职化、职位序列化、知识“T”型化、能力专业化、意识现代化、配置方式多样化。从资源和生产力构成两个方面论述了卫生管理干部职业化的意义。提出造就职业化卫生管理队伍的 5条措施 :制定实施办法 ,落实《决定》精神 ;开展岗位培训 ;职位资格培训 ;加速发展卫生管理专业学历教育和明确卫生管理人员的继续教育制度。
The professionalism of health management cadres is a guideline put forward in the Decision on Health Reform and Development by the State Council of the Central Committee of the CPC. It is of great strategic and far-reaching historic significance. The majority of health management cadres in the Beijing area have turned to health management from their previous professional and technical posts in medicine, with no or little systematic training in management. The paper first expounds the definition of the professionalism of the health management contingent and then sets forth the 6 aspects involved: professionalization of the work, serialization of the posts, deepening and widening of knowledge, specialization of capabilities, modernization of awareness, and diversification of disposition. The paper also discusses the significance of the professionalism of health management cadres from the two perspectives of resources and productivity composition and puts forward 5 measures for cultivating the professional health management contingent. They are: formulating implementing measures and putting into effect the spirit of the Decision, conducting on-the-job training, conducting training in qualifications for the posts, speeding up the development of academic education in health management and defining the system of continuing education for health management personnel.
