摘要
从2002年3月杭州会议以来,社区警务作为一种新型的社会化治安战略思想和战术方法已经成为我国基层警务工作的重要组成部分。但是,社区警务工作在实际运行中存在着许多问题,即使在居于警务机制改革前列的河南省,其运行效果也不能达到预期。中原经济区建设拉开帷幕后,以工业化、城镇化和农业现代化为核心的"三化"协调发展给社区警务工作提出了新要求。为了真正实现社区警务的管理目标,要大胆构建一种新型社区警务模式,助推警务机制改革,保障中原经济区建设战略顺利实施。
Since 2002 March Hangzhou conference,community policing as a new social security strategy and tactical methods has become an important part of police work in our country.However,community policing,there exist many problems in the actual operation,even in the forefront of reform of the police service system of Henan Province,the effect also can not achieve the desired.The construction of the Central Plains Economic Area opened the curtain,with industrialization,urbanization and agricultural modernization is the core of the ＂ three＂ coordinated development to community policing work puts forward new requirements.In order to realize the community policing management objectives,to construct a new model of community policing,reform to boost the policing mechanism,guarantee the smooth implementation of the strategy of central China Economic Zone construction.
