摘要
文中对行政备案的定义、分类、目的、作用及主管机关的责任进行了探讨,对海事法规中的行政备案内容进行了归纳,指出了海事管理行政备案工作中存在的问题及疑惑,重点就备案的材料要求、审查原则、办理流程及签注进行了分析,提出了相应建议,以供海事立法及管理参考。
This paper discusses on the definition, classification ,purpose and function of administrative record and the responsibility of the competent authority, summarizes the contents of administrative record in maritime regulations, raises some questions on maritime administrative record, focuses on analysis of the material requirements, review principles, handling procedure and endorsement, and presents relative proposals for maritime legislation and management as reference.
