摘要 本文是"杭州城西湿地保护与利用战略"的概要.杭州城西湿地是重要的城市湿地,具有多层次、多方面的重要价值,是杭州市人与自然和谐发展的重要基础和保障.现代农业发展和城镇化进程正使这片湿地面临面积锐减、环境污染、水系破环、景观破碎和文脉消退的挑战.保护与利用的基本原则是:立足生态,优先保护,合理利用.战略在总体上体现"保护遵从生态系统途径;利用服从生态系统保育"的构想,具体包括:保护生态系统,保障湿地健康;修复生态功能,改善湿地环境;协调流域布局,维护湿地安全;遵从生态保育,发展湿地产业;挖掘民俗传统,创新湿地文化;推动建规立法,创新湿地管理;深化开放合作,打造国际品牌. This is the essential of the strategies for protecting and utilizing the Western Hangzhou Wetlands (WHW). WHW is the important urban wetlands, possessing significances at multiple levels and aspects and functioning as the foundation and guarantee of developing the harmony between people and nature in Hangzhou city. Due to the contemporary development of agriculture and urbanization, WHW has been suffering from area shrink, environmental pollution, water system break, landscape fragmentation and context extinction. The basic principle for protection and utilization of WHW is basing on ecology, prioritizing protection and rationalizing utilization. The strategies follow a general idea that the protection follows ecosystem approach and the utilization obeys ecosystem conservation. They include protecting ecosystem and guaranteeing ecosystem health, remediating ecosystem functions and improving the environment, harmonizing the overal[ arrangement at scale of river basin(s) and maintaining ecological security, obeying ecosystem conservation and developing wetland industries, excavating traditional folk-customs and innovating wetland culture, promoting construction of relevant regulations and laws and innovating ecosystem management; further opening to and cooperating with the outside world and building an international brand.
