摘要
现行城市住房"过度商业化"模式给我国工业化和城镇化进程带来了巨大负面效应,农村住房"自建"模式亦不利于农村城镇化与现代化建设。而城乡住房的"准公共品化"将使我国的工业化和城镇化进程更有效率,住房"准公共品化"政策的关键是在盘活现有存量房的同时,由政府向市场提供大量的平价房。
"Over commercialization" of the existing urban housing in China has brought a tremendous negative effect on China's industrialization and urbanization. The "own construction" mode of the rural housing is not condu- cive to the rural urbanization and modernization and the rural economic development. Based on analysis of China's current urban and rural housing development models, this paper develops the quasi -public goods model for urban and rural housing, which will promote industrialization and urbanization in China. The key to implement the hous- ing "quasi - public goods" policy is to provide a large number of cheap housing by the government while revitalizing the existing stock of housing.
