摘要
技术创新是一个系统性问题,我国的技术创新实践问题主要集中在创新能力、创新技术来源和资金支撑3个方面,而它们正是构成创新系统的3个核心要素。分析发现,隐藏在创新主体动力不足、创新源导向性错位、创新系统全方位信用缺失等表象之下的是一个伦理问题,即各要素伦理诉求的错位与混乱。在对创新系统核心要素伦理错位问题进行详细分析后,提出要素的伦理归位是促进系统结构和功能归位的前提,也是解决我国技术创新现存问题的切入点。
Technology innovation is a systemic issue. The problems of technological innovation in Chine are mainly on innovative ability, source and fund support system , which are the core elements of national innovation system. The evidence can be summed up in the insufficient on innovation driving force,on the supply of innovation source and the capital support for innovation. It argues that those are all the representation, the root is actually an ethical question which means each elements within the system falls into some kind of dislocation or chaos on its ethical appeal, namely, the subject of innovation subject, the subject of innovation source production and the subject of innovation fund support are doing things without following what they should do which should be in accordance with who they are. The result is the ethical arrangement works in a wrong order which leading to deep structural problem. The conclusion is that the ethical homing of the elements are the promise of all the existing problem of our innovation system.
