摘要
教学质量是高校办学效率研究的一个难点,高校办学效率的评估工作面临着教学与科研两方面投入与产出的数量、质量难以精确统计的难题。根据《教育部直属高校2011年基本情况统计资料汇编》,本研究采用基于变换参考集的DEA排序方法,引入了声誉和ESI指标分别反映教学质量和科研国际影响力,将科研产出分为人文社科和自然科学科研成果得分,分析了2011年教育部直属72所高校的办学效率。结果显示,高校平均办学效率为70.24%,不同类型高校有一个合理的效率值和排名,地区经济发展水平是影响高校办学效率的显著因素。
Quality of teaching is a difficult point in the study on running efficiency of higher educational institutions. Evaluation on the running efficiency of higher educational institutions is facing the problem that it is difficult to accurately measure the quantity and quality of both teaching and researching performance. Based on 〈 Basic Statistical Data Collection of Higher Educational Institutions Directly under Ministry of Education in 2011 〉, the research utilizes the DEA ranking system based on changing the reference set, introduces the reputation and ESI indices to reflect the teaching quality and research international influence respectively, divides the scientific research products into scores of humanities & social sciences and natural science and analyzes the running efficiencies of 72 higher educational institutions directly under Ministry of Education in 2011. Results show that the average efficiency is 70.24%, different types of higher educational institutions have reasonable efficiencies and rankings and the regional economic development level influences the efficiencies significantly.
