摘要
目的通过对公立医院公益性内涵的科学界定,明确公立医院公益性的行为特征,为构建公立医院绩效考核指标体系提供理论和实证依据。方法运用文献荟萃分析方法归纳分析国内外专家、学者对公共利益的内涵界定,利用焦点小组访谈方法,对公立医院公益性进行系统分析论证。结果公立医院公益性应具有三个特征:为民众和社会提供可及、公平、适宜的基本医疗服务的社会效益特征;加强医院运营管理,提高工作效率,增加服务总量的经济效益特征;注重卫生人才培养和储备、医院科技创新的公立医院可持续发展的持续效益特征。结论构建和研制以公益性为核心的公立医院绩效考核体系,对公立医院的进行有效的科学评价,引导医院加强内涵建设,提高医疗质量、服务水平和社会效益,为促进公立医院回归公益性提供科学依据。
Objective Define the connotation of commonweal and evaluation criteria,thus to provide public hospitals with a theoretical basis and proofs to establish the performance management system.Methods Literatures were reviewed of researchers＇ ideas on the definition home and abroad.Focus groups are used to analyze the commonweal in public hospitals systematically.Results The three characteristics of commonweal in public hospitals are as follows：to enhance the social benefits of public hospitals by providing masses with accessible,fair and suitable medical services; to increase the economic benefits of public hospitals by strengthening operation administration,raising work efficiency and increasing total services; to sustain development pace of public hospitals by training and retaining qualified personnel as well as promoting scientific and technological innovations.Conclusions The establishment and analysis of performance management system,which is on the basis of commonweal,can help public hospitals to make evaluation effectively,strengthen connotation construction,and improve medical quality,service quality and social benefits.
