摘要 国民素质问题,是与国家发展共始终的永恒主题。如何提高国民素质,一直是古今中外思想家不断探究的重要问题,其理论研究有着丰富的内涵和深厚的积淀。中国思想家对人的素质的研究具有价值观念性与学理性,西方思想家则体现出量化性与实证性特征,而马克思主义经典作家的人的素质思想更强调人的素质的社会性与政治性。国民素质学科建设的意义是人文社会科学、自然科学整合趋势的需要;其理论意义是国民素质问题专门性、系统性研究的必然趋势,实践意义则集中体现在促进国民社会化实践过程中对先进素质价值观的理性认同而又内化自觉与践行。因此,建设国民素质学已具备了理论条件,其意义日益凸显。 Citizen quality is an eternal topic accompany with national development.Continuous study on how to improve citizen quality has been conducted throughout the history both domestic and abroad which have achieved significant connotation and experience.Ideologists in China focus their study on values and theories,while those western scholors focus on quantization and positiveness;Maxism authorials put more emphases on the sociality and political nature of human quality.The importance of citizen quality discipline construction meets the need of integration of social science and natural science.Theoretically,it goes with the trend of special and systematical study of citizen quality study;while the practical significance is the rational acceptance and internal practice of the advanced quality value during citizen socialization process.Therefore,establishment of citizen quality study has already obtained theoretical foundations and has an uprising significance.
