为了全面提升长春市国土资源管理水平,实现国土资源管理新的飞跃,清晰、直观地反映城市国土资源地表、地上和地下空间土地利用状况,真正实现地表、地上和地下的土地使用权有效管理,构建集土地收储、土地审批、批后监管和面向社会服务为一体的3维地籍管理信息系统,为科学管理城市和规划城市,提升经济快速发展,保障民生和城市综合配套管理等领域提供基础服务保障,为"数字长春"的建立奠定坚实有力的基础。
In order to comprehensively enhance the Changchun city land resources management, realize the new leap of land resource management, and reflect the city land resources of ground surface, underground space and land use status, achieve the fight and effec- tive management and true implementation of ground surface, underground and the land use, the establishment of the cadastral manage- ment information system for land examination and approval, approval supervision and community service lays the solid foundation for scientific way of city planning, promotion of the rapid economic development, peoples livelihood and city comprehensive management in areas such as the provision of basic services guarantee and ＂Digital Changchun＂.
