摘要
随着知识经济步伐的临近,人才已成为极其重要的战略资源,其在综合国力竞争中愈发具有决定意义。在此背景下,中国各级政府及高校积极制订高端人才引进政策,而海外留学人员则是主要目标群体。以中国现行海外留学人员引进政策为对象,析出其五大特征:第一,资质标准趋于严格;第二,地方性政策为数甚多且着眼点有所不同;第三,物质条件的比重增大;第四,引才方式多样化;第五,风险控制机制日渐完善。
With the approach of knowledge - oriented economy, talents has become valuable assets and increasingly important in the competition of comprehensive national strength. Thus, governments at all levels in China have be- ing made great effort in constituting policies on recruiting high -level talents, whose main target has been overseas intellectuals. The objective of this study is to analyze the attributes of current Chinese policies on recruiting over- seas intellectuals. First, the qualification standard has become more and more strict; second, the number of local policies is considerably large and each of them has its own focus; third, material condition has become one of the key issues; fourth, the manners of recruitment have become variable; fifth, risk evasion system has been estab- lished.
