“后金融危机”时代,全球化正进入“大门时代”——两扇大门轻掩,一扇是保护主义,一扇是区域自贸协定。
Globalization has changed the world deeply in the past four decades. According to the WTO, the global exports increased nearly sevenfold between 1980 and 2007. The
international capital flow rose from USD500 billion to USD11800 billion during the same period, as McKincey statistics indicate. But the globalization was abruptly broken by the financial crisis bursting out in 2008. Many walls have been built up and a 'Gate Era' has come. The walls and gates can be divided into two categories: the generally accused protectionism and the widely praised FTAs. Almost all economies admit the disadvantages of protectionism. Impeded by the protective measures, the global trade increased at a rate of only 2% in 2012. Even the ongoing WTO DirectorGeneral Pascal Lamy warned of the protectionism. The reputable FTAs, which seem to boost the trade, may hurt the globalization more heavily and more deeply than protectionism. The TTIP and TPP, which are advocated by the United States, are typical trade arrangements of such kind. The most important way to reopen the gate of globalization is to give full play to the WTO, and for those who want to get out of the Gate Era, a vital trial will be the Bali meeting.
