摘要
本文阐述了目前实行的"省级统筹"义务教育教师绩效工资保障机制面临的诸多困境,分析了构建"以省为主"的义务教育教师绩效工资保障机制的必要性和可行性,提出了绩效工资实行分项目、按比例分担、提升农村教师津贴承担责任及标准等政策建议。
This paper expounds the current difficulties of teacher performance pay in compulsory education that provinceordinates. Analyzes the necessity and feasibility of the construction of teacher performance pay guarantee mechanism of compulsory education that province takes the main responsibility. Finally gives some suggestions on implementing performance salary in proportion to share the responsibility, promote rural teacher allowance and so on.
