摘要
辽河流域"划区设局",开创全国河道生态保护与管理的先河。辽河流域台安生态旅游区将流域生态系统管理作为规划必要性研究的背景,在生态保护—文明进程—经济发展的系统框架下,分析辽河流域原有的生态系统功能价值与现状结构与功能的退化趋势及所引发的环境问题,梳理辽河文明的发展进程、辽河文化的发展脉络,传统工农业经济发展过快所导致的资源过载问题。由此论述规划区在流域生态系统管理中的地位,总结规划必要性。
Liaoning province has begun to set up planning regions and related administrative departments for the Liaohe River Basin, which creates a precedent of ecological protection and management of rivers in the country. In the Taian Eeotourism Zone situated in the Liaohe River Basin the watershed eco-system management has been made into background for research into the necessity of planning. In the eco- protection-civilization progress-economic development framework, the original eco-system function and value of the Liaohe River Basin, its status quo and structure, its tendency of functional deterioration and the environmental problems caused by the functional deterioration are analyzed and the development course of the Liaohe civilization, the development venation of the Liaohe culture and the resource overload problem caused by too rapid industrial and agricultural development are combed, based on which the position the planning regions hold in the eco-system management of the Liaohe River Basin is expounded and the necessity of planning is summed up.
