摘要
本文就现今我国电力设备在市场中展现的各种特点以及我国加入了WTO之后所面临的各种新形势为基础,针对我国电力设备在市场招标过程中的问题,提出了一系列的应对措施,其中包括招标组织的成立、招标计划的设计、招标程序的规范以及对招标评审的各种灵活要求,这些措施和要求的规范都是为了能够使招标工作在开展过程中能更科学,保证招标能够公开、公平、公正,科学合理的招标体系能够使电力建设的迫切需要被最大限度满足,并且能最大化降低工程建设的造价。
Based on the various features of China＇s power equipment in the market as well as the new situation which china is facing after accession to the WTO, this paper proposes a series of measures to deal with the problems in the market bidding process of China＇s power equipment, including the establishment of bidding organization, the design of tender programmed, the specification of tender procedures and a variety of flexible requirements of tender evaluation. These measures and requirements＂ specification is to earry out more scientific in the bidding process, ensure the tenders can be open, fair, just, equity, justice, scientific and reasonable tender system allows the electric power construetion＇s urgent need be maximum satisfied, and maximally reduces the cost of construction.
