摘要
国有企业泛行政化,已成为国有企业发展的深层障碍之一,深化国有企业改革必须"去行政化"。本文揭示了国有企业泛行政化的主要表现,包括企业及其企业家的行政级别化、"商而优则仕"现象、"旋转门"现象、企业间"高管对调"现象、资源配置的行政化和严重的行政性垄断等。建议尽快取消国企及其高管的行政级别,真正落实政企分开,深化行政审批制改革,强化企业自主权,建立职业经理人制度,完善国有企业高管的激励约束机制,打破行政性垄断,不断弱化"官本位"观念,形成创富文化。
Pan-Chief of state-owned enterprise has already become one of the deepest obstacles during their development process. Thus, De- administration is the most essential part of deepening the reform of SOEs. This paper reveals the main manifestations of Pan-Chief of SOEs, including the administrative level of enterprises and entrepreneurs, "a good entrepreneur can become an official" phenomenon, "the revolving door" phenomenon, "Swapping of enterprise executives", the allocation of resources by administration and the administrative monopoly, etc. To deepen SOEs' reform, we should abolish the administrative ranks of SOEs and executives, , effectively implement the policy of "separating the government from enterprises" , deepen the reforming of administrative sanction system, strengthen the autonomy of enterprises, build the system of professional entrepreneurs, improve the incentive and restraint mechanism of executives , break the administrative monopoly, weaken the "official standard" consciousness, and shape the culture of creating rich.
