摘要
我国科技园区规划普遍重生态环境轻社会环境,重生产轻社会服务,重"道"轻"街",园区绿地率普遍较高,容积率和建筑密度普遍较低,由此导致园区创新主体之间的交流和互动非常有限,社会资本较弱,创新能力不强。论述了社会资本与创新的密切关系,诠释了空间和空间规划对社会资本积累与发展的影响机制。提出了在我国未来科技园区规划中要以新城市主义的基本思想为指导,提高科技园区土地开发强度,提倡紧凑布局,倡导公交出行,营造舒适宜人的步行系统,促进功能复合,实现土地的混合使用和积极构建第三生活空间体系。以此提升我国科技园区社会资本,提高科技园区创新能力。
There are several misunderstandings in the spatial planning of China' s science parks from the per- spective of social theory, such as emphasizing much on ecology, manufacture facilities and rapid road system, but neglecting social environment, public service facilities and pedestrain way system. It is largely attributed to the im- proper planning idea rooted in suburbanization and urban sprawl of America. This paper illustrates the close rela- tionship of social capital and innovation, and sets forth the connection of space and social capital. With the guide of new urbanism, it put forward some standpoint for China' s science parks as follows : increasing the density of science parks and advocating compact layout, calling for public transportation priority and building the delightful pedestrian way system, promoting the multifunctional use of land, and provide a perfect third space system.
