摘要
西藏农牧区义务教育在西藏特殊的自然、经济、人文环境下实施并取得成功,是中国教育史上的奇迹。通过梳理有关中央到地方在西藏农牧区义务教育制度方面的相关文献资料,在肯定成绩的同时,分析各项制度规则在新形势下的问题。在此基础上提出了加强课程、教学、教材,信息的开放性,双语教师的培养,撤点并校与寄宿制学校建设的稳步推进等领域的改革建议,从而更好地创建西藏农牧区义务教育从"量"到"质"的提升所需的制度环境。
In spite of the special natural,economic and cultural envimnmem in Tibet, the successful practice of compulsory education in Tibetan rural area is a miracle in the history of China's education.After the study of the pertinent literature of compulsory education system in Tibetan rural area from central authorities to local authorities, we not only affirm the achievements of compulsory education system in Tibetan ru- ral area, but also analyze the problems in compulsory education system in T'thetan rural area. Based on what has been discussed above,the paper puts forward the corresponding advice on curriculum, teaching and teaching materials. In addition, the paper emphasizes the openness of the in- formation, the training of bilingual teachers, and the steady progress of the merging of rural schools as well as the construction of boarding schools in Tibetan rtLral area in order to finally promote the compulsory education system in Tibetan rural area,from "quantity" to "quality".
