摘要
大学治理是指对大学利益相关者关注的重大问题作出决策的过程。美国研究型大学的成功得益于其独特的"共治"模式。在新管理主义及学术资本主义的影响下,"共治"模式也在发生变革,主要体现为在彰显公共理性基础上的"以使命为中心,并且有市场头脑"的"恒"与"变"的渐进过程。具体而言,即通过明确利益相关者承担的"道德义务"以凸显"公共理性"的永恒理念;通过营造互信的"合作"组织文化来消除利益冲突带来的负面影响;通过确立大学自治信念的"服务"来回应市场需求,最终实现大学的有效治理。
University governance is a process of decision making on the major concerns of the stakeholders. The success of American research universities are benefited from their unique shared governance mode. Under the influences of the new managerialism and academic capitalism, the shared governance mode in American research universities is also changing which mainly presents the ＂changed＂ and ＂unchanged＂ gradual process that centers on the mission with the market mind on the basis of showing public reason. To be specific, high- lighting the ＂public reason＂ eternal ideas through defining the ＂moral obligation＂ of the stakeholders, resolving the negative effects of conflict of interest by creating mutual trust ＂cooperation＂ organizational culture, responding to the market demand through establishing the ＂service＂ based on the university autonomy, all of which make the university governance effective in the end.
