摘要
目的了解四川省社区组织参与艾滋病防治的现状,为促进社区组织更好发展提供建议。方法采用目的抽样,运用统一设计的问卷对抽取的四川省内16个市州社区组织进行面对面调查。结果 44个社区组织分布在16个市州,成都市最多(25%)。参与艾滋病防治工作最短2年,最长达12年,平均为5年。7个社区组织无专职人员,63.6%社区组织其志愿者/同伴教育员人数≥2/3。13个社区组织已经注册,其中民政注册8个。经费来源最主要是国际合作项目,其中有3条筹资渠道的有3个社区组织,只有1条筹资渠道的有19个社区组织。开展艾滋病防治工作中遇到的首要问题是缺少资金,其次是志愿者的流动性大。结论四川省社区组织已经初步形成一个网络,但是存在发展不均衡和筹资困难等问题,仍需政府加大资金投入,同时需要相关部门提供技术支持和指导。
Objective To investigate the participating status of community - based organizations in AIDS preven- tion and control in Sichuan province, in order to provide suggestions for promoting community - based organiza- tions. Methods Face -to- face questionnaire interview was adopted to community -based organizations in 16 prefectures in Sichuan based on purposive sampling. Results Forty - four community - based organizations were distributed in sixteen cities/states, 25% of them in Chengdu. The shortest time for participating in AIDS pre- vention and control was two years and the longest was twelve years, with an average of five years. Seven com- munity - based organizations had no full - time personnel. The number of volunteers/peer educators accounts for two - thirds or more in 63.6% community - based organizations. Thirteen community - based organizations had been registered, including eight civil registration. The main funding source mainly came from international cooperation project. There were three community based organizations had three financing channels, and 19 organizations only had one channel. The primary problem in AIDS prevention and control was short of funds and volunteer ＇ liquidity. Conclusion Community- based organizations participated in AIDS prevention and control has initially formed a network in Sichuan, yet he development and financing difficulties are significant. Thus, the government to increase capital investment, but also need relevant departments to provide technical support and guidance.
