摘要
科学合理制定收费标准是公立医院推行病种收费的首要内容。在管办不分的管理体制下,病种收费标准由行政部门制定,既面临以医为本的价值困境,也面临信息缺乏的技术困境。形成合理的医疗服务价格需要依靠市场手段。不过,这个市场不是自由放任型市场,而是多元治理型市场。物价部门在其中可以担当医疗机构和医保机构协商谈判的建构者与组织者。
Forming scientific and reasonable charge standard is the prerequisite to implement diseasespecific charge methods by public hospitals. Under the situation of lacking clear distinguishing between administration and implementation, the disease-specific charge standard is enacted by the administrative department,which results in a predicament of price based on the medical servive and a shortage of technical information. Forming a reasonable medical service price must rely on market mechanism. However, the market is not a Laisser-faire market, but amulti-govemance market. The commodity price departments may play a role either as a builder or as a organizer in the negotiations between medical insurance institutions and health care institutions.
