摘要
油气管道完整性管理的本质特征是基于风险程度的事故预先管控模式。因此,风险评估结果的准确性将直接影响到油气管道完整性管理决策的科学性。为此,在分析风险评估对管道完整性管理的决策影响和事故热点辨识工程意义的基础上,提出了评价油气管道风险评估质量的技术思路。首先从人因因素、物因因素、工程因素和管理因素4个方面探讨了影响油气管道风险评估质量的客观外因,然后重点研究了油气管道风险评估质量的评价原理及其可以采用的相关评价方法,选取了评价方法简单、易于操作的指标体系法来进行质量评价,结合工程实际设计出了油气管道风险评估质量评价的基本流程(质量评价实施前准备阶段、实施工作阶段、实施完成阶段)以及相应的评价指标体系;最后通过案例分析验证了油气管道风险评估质量评价技术的操作实用性。该研究从一个全新的角度揭示了提高油气管道风险评估结果准确性的技术途径,对推进我国油气管道完整性管理的技术进步具有一定的参考意义。
The oil and gas pipeline integrity management (PIM) is essentially featured by risk-based decision making, which will highly rely on the accuracy of risk assessment. In view of this, technical approaches for quality evaluation of oil gas pipeline risk assessment were proposed based on a brief analysis of engineering roles of risk assessment in decision-making of PIM and accident hotspot recognition. First, the four objective external factors regarding to the quality of oil and gas pipeline risk assessment were dis- cussed in terms of human, materials, engineering and management. Then, the quality evaluation principles and related evaluation methods were studied in detail; quality evaluation was performed by adopting an evaluation index system simple and easy to operate. Finally, combining with the engineering practices, the basic process from preparation to implementation and the corresponding eval- uation index system were thus developed. Case studies validated the operability and practicality of the quality evaluation for oil and gas pipeline risk assessment. From a brand new perspective, this study displays an effective means of improving the accuracy of oil and gas pipeline risk assessment, which is of great value in promoting the technical progress in domestic oil and gas pipeline integrity management.
