摘要
林业的资源可持续属性,使林业资源枯竭型城市的转型发展问题有别于其他类型资源枯竭城市。文章描述了林业资源枯竭型城市的基本地理空间分布格局,从生态功能约束、地理区位障碍、工业化城市化空间缺乏、社会发展成本高昂和体制机制约束等五个方面分析了其转型发展面临的问题与困境。进一步,针对转型面临的困境与障碍,从建立林区资源开发利益共享机制、构建区域生态补偿机制、发展实体工业经济和优化林区人口布局等四个方面提出了林业资源枯竭型城市转型机制构建思路。
Owing to the sustainable attributes of forestry resources, the transformation and development issue of forestry resource-exhausted cities is different from other types of resource-exhausted cities. This paper describes the geo-spatial distribution pattern of forestry resource-exhausted cities. And then, the paper analyses its transformation issues and predicament from the constraint of ecological function, geographic location obstacle, lack of industrialization and urbanization space, highly social development cost and institutional mechanism problem. Further, based on transformation difficulties and obstacles, the article puts forward four aspects proposals from establishing forest areas resource development benefit-sharing mechanisms, building regional ecological compensation mechanism, developing the real industrial economy and optimizing population distribution in forest area.
