摘要
作为"后石油时代"最有希望的战略资源,天然气水合物(可燃冰)具有分布非常广泛、储量十分丰富、利用清洁高效等特点,发展前景广阔。目前,全球已有30多个国家和地区进行了天然气水合物的研究与调查勘探,美国、加拿大、俄罗斯、日本等国家整体上处于领先地位。我国从上世纪80年代开始天然气水合物研究,取得了一批重要成果,已步入世界先进水平。目前,天然气水合物的发展受理论认识、关键技术、开发方案、开采成本、安全环保等方面的制约,难以实现规模化商业开采。我国应坚持跟踪研究的思路,进一步加大工作力度,超前部署研发工作,强化顶层设计,分层次开展科技攻关,加大研发支持力度,争取早日实现技术突破和规模开发。
Natural gas hydrate is the most promising strategic resource in the post-oil era, widely distributed, in abundant reserve, clean and efficient to use, and withbroad development prospects. Currently gas hydrate research and exploration surveys have been undertaken in more than 30 countries and regions, foremost of which are the United States, Canada, Russia, and Japan. Since study of gas hydrates began in the 1980s, there have been a number of important achievements, bringing it to a globally advanced level. At present the development of gas hydrate is theoretically understood, but constraints regarding key technologies, development programs, mining costs, safety and environmental protection, etc. make it hard to reach large-scale commercial exploitation. China should commit to follow-up study in the form of further intensified scientific and technological research anddevelopment work in support of top-quality design at different levels for early achievement of technological breakthroughs and scale.
