摘要
水利工程建设征地中拆迁企业安置是一项重要的工作,安置补偿恰当与否直接影响到移民安置规划的顺利实施。论述了企业安置补偿原则及内容,分析了目前农村非农业小作坊在补偿中仅采用单一货币补偿的不合理性和工业企业未考虑无形损失的补偿等问题。根据《水利水电工程建设征地移民安置规划设计规范》,提出了建立和完善产权法律制度、统一规划安置小作坊、缩短工程工期,扩大企业损失内涵等安置补偿对策。
It is important to resettle the enterprises due to the land acquisition for hydropower project construction. The reset- tlement compensation directly influences the smooth implementation of resettlement planning. The paper discusses the principles and main ideas of enterprise resettlement, and analyzes the current irrational problems such as the single monetary compensation for non - agricultural rural workshops as well as compensation for industrial companies without consideration on the intangible los- ses. Countermeasures of enterprises resettlement are proposed, including establishment and improvement of the legal system of property rights, planning of small workshops, as well as shortening the construction period, minimizing the impact on production, and further identifying the connotation of losses by stop - production according to the Design Standard of Resettlement Planning for Land Acquisition of Hydropower Project Construction.
