摘要
黄河流域使用的高程系统有10多种,存在高程点施测年代久远、丢失破坏、沉降等问题,已严重影响黄河治理开发与管理。通过建立黄河流域高程控制网,联测水利工程基点、水文站、水位站基点高程,找出原测高程与本次联测高程之间的转换关系,建立高程信息系统,可实现黄河流域高程系统统一。项目实施的指导思想是"立足当前、着眼长远,统一规划、分期实施,全面控制、突出重点",遵循"分级布网、逐级控制,统一平差、精度均衡"的原则。项目成果投入使用后,为黄河的规划与治理提供了测绘保障,为黄河的水行政管理提供了决策支持,为黄河中下游防汛工作提供了测绘基础资料,为流域内重点工程建设提供了统一的高程成果。
On the elevation system of the Yellow River basin, there are problems such as system disunity, age-old, point losing, destroying and subside. The condition can' t meet the needs of the Yellow River management. To realize unified elevation system, we constructed a new elevation information system which united base point of water conservancy project, hydrometric station and base elevation of gauging station and calculated transformational relation with old elevation. The implementation of the project g guiding ideology was "based on current and long, unified planning, phased implementation, overall control and focus," and followed the "hierarchical distribution network, step control, unified adjustment, precision balanced" principle. The system provided mapping support for the Yellow River permanently management, supported water public administration, offered mapping initial value for the middle and lower flood control and provided unified elevation for key projects of the basin.
