摘要
江苏省在统筹城乡社会养老保险、提高社会养老保险统筹层次方面取得进展,着力推进企业职工基本养老保险省级统筹,13个省辖市全部合并实施城乡居民养老保险制度。但还存在城乡社会养老保障体系发展失衡、城乡社会养老保险标准参差不齐、统筹层次不高、各地区财政补贴能力各异、社会保障管理服务滞后等难点问题。借鉴各地经验,江苏省将在政策、制度、标准等方面加快推进社会养老保险城乡统筹。
Jiangsu Province has made such great progress in unified planning of urban and rural social endowment insurance and levels of social endowment insurance that all of the 13 cities have implemented the institution of urban and rural residents endowment insurance. However, there exist difficulties in the work like the unbalanced development of urban and rural social endowment security systems, different stan- dards of urban and rural endowment insurance, low levels of unified planning, different sums of financial subsidies among different areas, and lag in social security management service. With reference to experience from various regions, Jiangsu Province is to promote unified planning of urban and rural social endowment insurance in terms of policy, institution and criterion.
