从多种因素综合分析看,较高的油价仍将持续一段时期,对其影响应审慎对待。从企业层次看,应加强国内资源勘探开发,挖掘增产潜力;优化区位选择,积极拓展海外油气勘探开发;优化资源配置,调整油品生产结构;压缩自烧油量;降本增效。从国家层次看,应通过税收优惠,促进国内劣质原油资源的开发利用;必要时实行原油进口零关税;适当降低油品消费税;加强节能工作,提高油品使用效率;压缩社会烧油;发展替代能源;逐步建立健全国家能源安全体制和石油石化企业抗风险机制,以保障国家能源供应的长稳久安。
Based on an integrated analysis, higher oil prices will likely continue for some time to come. The consequences of higher oil prices should be carefully examined. The Chinese petroleum industry should take this opportunity to enhance domestic and overseas exploration and production to increase supply. The industry should also address the oil product mix, reduce the amount of direct burn, and improve the cost-effectiveness of the sector. The government should utilize tax policy to encourage exploitation of lower quality oil resources. When necessary, oil imports should be exempt from customs duties, and consumption taxes lowered on oil products. Energy conservation, improvement in energy efficiencies, and the alternative energy technologies should also be promoted. In order to achieve a stable energy supply for the long run, China need to establish an national energy security strategy.
